It can be done by changing soldiercamera.tweak to
ObjectTemplate.CVMInside 0
ObjectTemplate.CVMFlyBy 0
ObjectTemplate.CVMChase 1
ObjectTemplate.CVMFrontChase 0
ObjectTemplate.CVMNose 0
ObjectTemplate.CVMTrace 0
ObjectTemplate.CVMExternTrace 0

(found in objects_server/soldiers/common)

But it's near impossible to use

There was a thread where the camera rotation was locked and a crosshair in place but it never released

I always intended to find the commands that control rotation speed and camera position but never got around to it.

Seems like this person made some headway too, but also never released: http://www.moddb.com/mods/weapon-mod/images/3rd-person-mode6

the cross hair is always in front of the soldier not where he is pointing the weapon so your right it is useless,
so the cross hair needs to be attached to the weapon not the soldier,
the fake laser doesn't really help either, im stumped for right now,

For changing the angle and position, couldn't ObjectTemplate.chaseOffset 0/0/0 and ObjectTemplate.chaseAngle 0 be used?

Basically add
ObjectTemplate.CVMChase 0
ObjectTemplate.CVMFlyBy 0

and remove all other CVM, and this way, you could switch from 1st person to third person, in theory.

This code is used from Project Reality to look behind the truck by pressing 'C'
